Ambassadors, Distinguished Guests, Ladies and Gentlemen,

I am honored to be in the presence this morning of so many leaders with a clear understanding that education is the backbone and the key to the advancement of our societies, particularly participatory democracies.

Indeed, it is not sufficient to have adequate regulatory structures or governmental institutions in place. A democracy also requires individuals who are prepared for both the challenges and the responsibilities of freedom.

This preparation encompasses many different levels. At one level, it means instilling in our youngest citizens a belief in the intrinsic values of democracy; the ability to reason and behave accordingly; and the analytical competences and confidence to make ethical choices.

At another level, it means these citizens must also be prepared with the professional skills that will permit them to compete in a market place that constantly changes.

At both levels it is essential that our governments provide an educational system with access to all regardless of religion, race, ethnic background, sex, or social class.

And to the extent that this education is necessary to the advancement of a nation in the international context, it is appropriate that the Department of State should be involved – whether through Fulbright or other programs.

So it is a great pleasure and honor to introduce to you Assistant Secretary of State for Educational and Cultural Programs, Dina Habib Powell, who is at the center of the US government’s efforts to ensure that education and educational exchanges provide a channel of communication for our countries and opportunities to citizens from all over the world.
